SENATE CONCURRENT RESOLUTION NO. 58

Oliverio, Stollings, Wells, White, Boley, Guills, Hall and Sprouse)

Requesting the Joint Committee on Government and Finance
study
methods to encourage recipients of the PROMISE scholarship to
remain in West Virginia after completing undergraduate
education.
Whereas, Data collected from PROMISE scholars indicates that
a majority of these individuals plan to live and work in states
other than West Virginia after graduation; and
Whereas, Recipients of the PROMISE scholarship have much to
contribute to the social, economic and cultural well-being of the
state; and
Whereas, It is the desire of the Legislature to provide an
incentive for these students to remain in West Virginia at the end
of their undergraduate careers; and
Whereas, It is also the desire of the Legislature to provide
a mechanism whereby PROMISE scholars may repay all or part of their
loan by rendering service to the state and its citizens
; therefore,
be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to
study
methods to encourage recipients of the PROMISE
scholarship to remain in West Virginia after completing
undergraduate education; and, be it
Further Resolved, That the Joint Committee on Government and
Finance consider in its study the feasibility and desirability of
operating the PROMISE scholarship program
as a loan program with
provisions for loan forgiveness for graduates who live and work in
West Virginia; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2008, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
